Household Goods Shipment and Storage

ERRC offers several products to assist Federal employees with shipping and storage of household goods, privately owned vehicles and unaccompanied air baggage as part of a domestic or international move.GSA's Employee Relocation Resource Center (ERRC) offers several products to assist Federal Agencies with the shipping and storage of household goods, privately owned vehicles and unaccompanied air baggage as part of an employee's domestic or international move. Moreover, the products range from "do-it yourself" solutions to comprehensive move management services. Regardless of which product is selected, agencies can be assured that employees will realize the following benefits:

Centralized Household Goods Traffic Management Program (CHAMP)

 

GSA's CHAMP is a comprehensive, self-service solution with policies, procedures and customer service measures built in to the program. CHAMP uses tenders as opposed to contracts to negotiate rates and services which are allowable under 49 U.S.C. 13712. When using CHAMP, there is no need to have a contracting officer and some view tenders as the most direct method to obtain relocation services. Under CHAMP, you have access to the Transportation Management Services Solution (TMSS) system, a dynamic, web-based application with over 200 pre-approved household goods Transportation Service Providers (TSPs). TMSS is online and available 24 hours a day, seven days a week to allow the viewing of rates currently on file by CHAMP TSPs for line-haul, storage-in-transit, privately owned vehicles and unaccompanied air baggage. TMSS also provides access to additional functions like online shipment booking and electronic bills of lading - making it a comprehensive, end-to-end household goods management solution.

With CHAMP, you decide how to manage your relocations. When viewing TSPs in TMSS, you can select TSPs with a "G" or general transportation rates. These rates apply to the provision of transportation related services only. You - the agency - manage the other aspects of the relocation with regards to such things as entitlement and employee counseling, claims preparation, pre-payment audits, etc.... Or you can select TSPs with a "M" or move management services rates. When you select a "M" or move management services rate, you get the transportation related services and you can turn the management of the relocation over to the move management services provider to manage such things as entitlement and pre-move counseling, preparation of bills of lading, on-site quality control, service performance audits, claims assistance, and pre-payment audits. No matter which option you choose, all TSPs are pre-approved in accordance with CHAMP and are bound to all CHAMP provisions.

Schedule 48, Transportation, Delivery and Relocation Solutions (TDRS), SIN 653-7, Move Management Services
SIN 653-7 allows Agencies to contract for move management services directly through your procurement staff. Agencies can place orders for move management services (such things as carrier/TSP selection, entitlement and pre-move counseling, preparation of bills of lading, on-site quality control, service performance audits, claims assistance, and pre-payment audits) directly with qualified SIN 653-7 vendors in accordance with the provision of the Federal Acquisition Regulation (FAR). All services are pre-negotiated with "ceiling" pricing, enabling you to negotiate pricing to meet your unique requirements. GSA also offers Blanket Purchase Agreements (BPAs) for customers with recurring relocation needs. BPAs, which can be established in connection with any Schedule under GSA’s MAS Program, offer volume discounts and a faster acquisition process to minimize paperwork.
When selecting move management services under SIN 653-7, you have two options when it comes to the actual transportation related services - getting the shipment moved from Point A to Point B. You can allow the vendor to use their commercial tariff and agreements or you can require that the SIN 653-7 vendor use a CHAMP TSP with "G" rates and mandate that the provisions of CHAMP will apply for the transportation related services only. Either way, the move management portions of the relocation will be provided in accordance with the terms and conditions of the Schedule 48 and SIN 653-7.
