Home Sale Assistance

GSA's Employee Relocation Resource Center (ERRC) offers several products to assist Federal Agencies with the marketing and sale of their transferring employee's departure home. Moreover, these products range from "easy to use, do it yourself" marketing solutions to Appraised Value Programs (APV) that allow transferees to expedite the sale of their home and access to equity. All of these home sale assistance products are backed with personal consultants that collaborate with the relocating employee and the Relocation Service Provider (RSP) to develop an effective home sale strategy.


Appraised Value Program (APV)

The Appraised Value Program allows the agency to speed up an employee's move by helping to sell the home faster and allowing the employee access to equity from the former home earlier in the process. The early equity option allows the employee to apply the funds toward a home at the new duty station. Professional Relocation Service Providers (RSP) work with employees to market the departure home and, if the home has not sold within a specified period, the RSP may purchase the home for a price determined through a formal appraisal process. Because RSPís service fees are based on the sales price of the home (and paid directly by the agency to the contracted RSP), the contracted firms are motivated to help employees get the highest price for the home within a reasonable timeframe.

Appraised Value Offer to purchase the home in the event that the transferring employee does not sell the home within the timeframe determined by the agency and property eligibility

 

Advance on equity in the departure home to apply toward a new-home purchase

 

Non-taxable benefit and therefore the cost of these services is not included as income to the transferee and is not factored into the Relocation Income Tax Allowance (RITA)

  Provides support to minimize family separation, extended temporary quarters, additional trips home, etc.

Appraised Value Programs are available through the following GSA TDRS programs.

Schedule 48 - SIN 653-1, Relocation Services Package: Home Sale Services, Home Marketing Assistance, Destination Area Services, and Reports are bundled and offered together. This SIN applies to standard home sales.

Schedule 48 - SIN 653-5, Agency Customization Services: This service can include close only services, Buyer Value Option (BVO) and Special Handling homesale and marketing assistance for homes with extraordinary factors, such as, but not limited to, home value, location, or condition. This SIN applies to unique home sales.

 

Buyer Value Option Program (BVO)

The Buyer Value Option Program allows the transferee to market the home with the full support of a Relocation Service Provider (RSP) to help get the maximum value. The home is purchased by RSP after there is an approved, bona-fide offer from an outside buyer. This option allows agencies to save costs, and transferees to stay in a home sale services program without interfering with report dates. Home Marketing Assistance, Destination Home Finding, Mortgage Counseling and Management Reporting services are provided as part of this process.

Providing home marketing assistance to help the employee generate an independent sale

 

BVO program guidance is set out by the Worldwide Employee Relocation Council (ERC). It includes a recommended defined marketing period (sunset clause) with an eventual buyout program if the employee is unable to secure an outside sale.

 

IRS has not made a final ruling on the taxability of BVOs. Current guidance provides that it is a non-taxable benefit when BVO guidelines are followed. Therefore the cost of these services is not included as income to the employee and is not currently factored into the Relocation Income Tax Allowance (RITA)

 

 

Buyer Value Option Program (BVO) is available through the following GSA TDRS program:

Assisted Direct Reimbursement Program (ADR)

 

Agencies often post job opportunities for which there are no relocation benefits available due to budget limitations. When transferring employees are required to handle their own relocations, there often are no structured relocation services available to assist them in managing their home sale, home search, temporary housing assistance, or household goods move management. Some Relocation Service Providers offer a variety of Direct Reimbursement Programs to assist the transferring employee with their move.


The Direct Reimbursement Service packages are bundled service options that may include some of the following:

Relocation Entitlement Counseling

Home Marketing Assistance

Home Search Assistance

Mortgage Counseling

Move Management

Temporary Living Assistance

 

Some of the Direct Reimbursement Service packages are available for a fraction of the cost of the Home Sale Services or at No Fee or cost to the agency or employee if the RSP places the real estate referrals for transferring homeowner employees.

 

Assisted Direct Reimbursement Program (ADR) are available through the following GSA TDRS programs.

Schedule 48 - SIN 653-4, Additional Services: This includes cost of living analysis, closing assistance, expense management, rental management, entitlement counseling, group move assistance, and international move assistance. This SIN was recently modified to include property management and training.

Schedule 48 - SIN 653-5, Agency Customization Services: This includes close only services, Buyer Value Option (BVO) and homesale and marketing assistance for homes with extraordinary factors, such as, but not limited to, home value, location, or condition.
